* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Irvin Kelch Jr.
Irvin S. Kelch Jr., 66, Minster, died Sept. 16, 2011, at the V.A. Medical Center, Dayton.
He was born June 21, 1945, in Greenville to Irvin Sr. and Florence Rodney Apple Kelch. On July 4, 1970, he married Judith Wenning, who survives.
Also surviving are a daughter, Sarah (Jeff) Weinkam, Milford; brothers, Bill (Marilyn) Wenning, Celina, Ginny (Virgil) Post, Fort Recovery, and Janice Sue Wenning, Russia; and a granddaughter.
A 1963 graduate of Houston High School, he served with the U.S. Navy from 1963 to 1970 in Vietnam. He was retired from Hartzell Fan Inc., Piqua, where he had been a machinist.
He was a member of American Legion Post 387, Minster, and Veterans of Foreign Wars Post 4239, Sidney.
Service is 10 a.m. Thursday at Gehret Funeral Home, Fort Loramie, the Rev. James Manuel officiating. Military honors will be conducted following service. Private interment will take place at a later date.
Calling is 4-8 p.m. Wednesday and one hour before service at the funeral home.
Memorials may be made to Shelby County relay for Life or to Hospice of Dayton V.A.
