He was born on November 10, 1945, in Celina, to Homer Fisher and Dorothy (Wendel) Borger. On January 9, 1965, he married the love of his life, Trudy J. (Hoselton) Fisher, who preceded him in death on October 7, 2016.

In addition to his parents, he was preceded in death by his siblings: Nancy Rogers, Judy Arnold, Mark Borger, and Terry Borger.
Wayne was a 1964 graduate of Celina High School. He proudly served his country in the United States Army during the Vietnam era, including active service in Vietnam. After returning home, Wayne devoted more than 35 years to his careers with Reynolds & Reynolds in Celina and as a bus driver for Celina City Schools, faithfully serving his community through both roles.
He was a member of the Celina Moose, Celina Eagles Lodge #1291, and a proud life member of VFW Post #5713.
Wayne lived a full and joyful life. He loved playing cards, classic cars, Ohio State Buckeye football, San Francisco 49ers football, cheering on the Celina Bulldogs, traveling, and spending time with his family. He especially treasured his years as a bus driver, where he enjoyed interacting with the students he transported. He also loved bowling and rarely missed his grandchildren's sporting events.
