* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

L. Russell Phillips Jr.
L. Russell Phillips Jr., age 67, of Celina, Ohio, passed away on August 20, 2020, at his residence.
He was born on September 29, 1953 in Celina to the late Leonard R. and Mary Virginia (Stoll) Phillips. On October 28, 1972 he married Carolyn D. (Roop) Phillips and she preceded him in death on February 2, 2013.
He is survived by his children, Ryan Phillips, Celina, Marc Phillips, Van Wert, Heather Phillips, Wapakoneta and Melissa (Jason Musgrave) Phillips, Celina; a brother, Jerome Phillips, Celina; eleven grandchildren, Dylan Baker, Corbin Phillips, Haley Phillips, Devin Phillips, Mackenzie Phillips, Landon Musgrave, Daniel Martin, Raelyn Caldwell, Preston Phillips, Colin Youngpeter and Chance Youngpeter; and two great grandchildren, Avery Manger and Kyzer Harner.
Also preceded in death by a granddaughter, Ansley Manger.
Russ was a 1971 graduate of Parkway High School. He worked for 25 plus years at Huffy Bicycle Factory in Celina. He enjoyed bowling, golfing and watching NASCAR, the Detroit Lions and Ohio State football. He was a very social person and loving spending time with family and friends. He was a member Celina Eagles Aerie #1291 and Celina American Legion Post #210.
Visitation hours will be held from 1:00 pm-5:00 pm on Sunday, August 23, 2020 in Cisco Funeral Homes in Celina.
Funeral services will be held at 10:30 am on Monday, August 24, 2020 in Cisco Funeral Homes in Celina with Rev. Matt Overman officiating. The family will receive friends one hour prior to the service at the funeral home. Burial will follow at Mercer Memory Gardens in Celina.
Attendees are asked to follow social distancing and guidelines dictated by the Ohio Department of Health, due to the National Health Concerns of COVID-19. Masks are required by Attendees at the visitation and funeral.
Memorial contributions can be made to the C.A.L.L. Food Pantry in Celina.
