* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Roscoe Stump
Roscoe F. Stump, 80, formerly of rural Fort Recovery, died Dec. 29, 2013, at his home in Winter Haven, Fla.
He was born in Darke County on April 11, 1933, to Simon and Sarah (Coby) Stump.
Surviving are his wife of 56 years, Judith Hoggatt Stump; sons, Dwight (Kathy) Stump, Fort Recovery, and Darryl (Jo) Stump, Portland, Ind.; a son-in-law, David Wright, Portland; nine grandchildren, three great-grandchildren; brothers, Leon, Fort Recovery, Robert, Union City, Carl, LaGrange, Ind., and Alvin, New Paris; and sisters, Bernice (Jim) Moneysmith, Union City, Loretta (Marvin) McClannan and Esta (Richard) Kiser, both of New Weston.
Deceased are his parents; a daughter, Cheryl Wright; a grandson, Patrick Wright; and brothers, Marvin, Leonard and Clarence Stump.
He retired from Union City Body Co. in 1992 after 34 years of service.
A memorial service will be announced at a later date.
