* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Showers and thunderstorms producing heavy rain will impact the area overnight. Rainfall totals of 1 to 3 inches are expected with locally higher amounts. The heavy rain combined with saturated ground will lead to potential flash flooding.

* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Floyd Highley
Floyd Wayne Highley, 92, Celina, died at 3:10 p.m. Nov. 26, 2012, at Laurels of Shane Hill, Rockford.
He was born Aug. 27, 1920, in Celina to Simmeon and Pearl Cook Highley. On Feb. 23, 1946, he married Margaret Kuhn, who survives.
Also surviving are two sons, Randy (Kim) Highley, Celina, and Doug (Becci) Highley, Celina; a daughter, Patty (Bud) Schoenleben, Celina; eight grandchildren; and 14 great-grandchildren.
Deceased are his brothers, Carl (Freda) Highley and Kenneth Highley.
He belonged to Immaculate Conception Catholic Church, Celina, and farmed both grains and livestock in Mercer County for the majority of his life. He was a member of the Neptune Elevator Round Table.
Mass of Christian Burial is 10:30 a.m. Friday at St. Teresa Catholic Church, Rockford, Rev. Kenneth Schnipke officiating. Burial will follow at Friends Cemetery, Rockford.
Calling is 2-8 p.m. Thursday at Lehman-Hogenkamp-Dzendzel Funeral Home, Celina.
Memorials may be given to the Laurels of Shane Hill.
