* WHAT...Minor flooding is forecast.
* WHERE...St. Marys River at Rockford.
* WHEN...Until Monday morning.
* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 4:40 PM EDT Sunday the stage was 12.9 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this evening. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ripley, Union and Wayne and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.
* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Showers and thunderstorms producing heavy rain will impact the area overnight. Rainfall totals of 1 to 3 inches are expected with locally higher amounts. The heavy rain combined with saturated ground will lead to potential flash flooding.

James Richard Bell
James Richard "Dick" Bell, 89, 625 Ash St., Celina, died at 9:15 p.m. Feb. 24, 2010, at The Gardens at Celina.
He was born Nov. 14, 1920, in Union City, to James Ivan and Verla Reigel Bell. On Sept. 21, 1940, he married Wavelene Hittle, who died in 2005.
Also surviving are two sons, James Scott (Elvie) Bell, San Jose, Calif., and Steve Allen (Shirley) Bell, Celina; a daughter, Connie Knapke, Celina; a sister, Betty Gridley, Brookville; five grandchildren and seven great-grandchildren.
Deceased is a sister, Maxine Ayres; and two grandchildren.
He was co-owner of the former Bell and Horn Appliance Store, Celina. He was a member of St. Paul's United Methodist Church in Celina, Celina American Legion, Celina Veterans of Foreign Wars, the Disabled American Veterans association and had served in the Army during World War II.
Services are 10:30 a.m. Monday at Lehman-Hogenkamp-Dzendzel Funeral Home, Celina, the Rev. Kim Miller officiating. Burial is at North Grove Cemetery, Celina.
Calling is 2-6 p.m. Sunday and after 10 a.m. Monday at the funeral home.
Contributions can be made to the American Heart Association, American Cancer Society or the church.
