* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 8:40 AM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to fall slowly this afternoon, falling below flood stage later this evening. - Flood stage is 13.0 feet.

John Kemper
John W. Kemper, 67, 239 N. Main St., Minster, died at 2:59 p.m. Aug. 19, 2009, at St. Rita's Medical Center, Lima.
He was born Dec. 20, 1941, in Minster to Louis and Alvina Flaute Kemper. On July 13, 1968, he married Theresa "Terri" Hageman, who survives.
Other survivors are four children, Mike (Sherri) Kemper, Pickerington, Tony (Beth) Kemper, Shawnee, Kan., Julie (Jason) Virtue, Springboro, and Gregg (Shannon) Kemper, Hilliard; a sister, Mary (Ralph) Zircher, Sidney; and eight grandchildren.
He was a teacher in the Minster Local School System for 29 years. He was a member of St. Augustine Catholic Church and its mens' choir, Minster, the Knights of Columbus and Fraternal Order of Eagles, Minster.
Funeral Mass is 10 a.m. Monday at the church, the Rev. Rick Nieberding officiating. Burial is at the church cemetery.
Calling is 2-8 p.m. Sunday and 9-9:30 a.m. Monday at Hogenkamp Funeral Home, Minster.
