Renewal levy on Nov. 7 ballot
Mercer County Board of Developmental Disabilities levy

CELINA - Mercer County Board of Developmental Disabilities (MCDD) has a five-year, 1.94-mill renewal levy on the Nov. 7 general election ballot that would generate approximately $1.38 million annually for operating services and expenses.
MCDD Director Shawn Thieman said the levy was first passed 25 years ago and is still based on 1999 property values, so the rates will not increase with property values. It would collect the same amount of money as originally voted on, he stressed.
The levy generates the funds needed to serve over 500 individuals across the county, Thieman added. Those funds allow MCDD to contract with 14 provider agencies that employ nearly 200 staff within the county.
For the owner of a $100,000 home, the cost is roughly $36 per year.
"Mercer County is a great place to live and our population is growing," Thieman said. "More children are receiving services due to improved awareness on the part of doctors who can refer children with disabilities."
Thieman said the renewal would maintain MCDD's local funding level.
"Even if your property value increases in valuation, your taxes will not go up as a result of its passage," he said.
He added that the board has not asked taxpayers for an increase in funds for over 18 years.
MCDD is largely funded by two operating levies - a five-year 1.94-mill levy and a six-year 2.42-mill levy, according to the county auditor's office. The MCDD also is supported by three permanent continuing levies.
MCDD strives to coordinate and ensure quality services are being provided to the residents of Mercer County with developmental disabilities throughout their lifespan while being good stewards of public funds, according to its strategic plan.
Often, early intervention services are provided to children and their families. The board continues its services to eligible individuals by developing person-centered plans and then working with providers of educational, residential, vocational and recreational opportunities to assist those served in pursuing their dreams, goals and desires in their home and community.
