Plow trucks are ready at the Mercer County Engineer's Office on Thursday ahead of Winter Storm Elliott. Forecasters said a bomb cyclone - when atmospheric pressure drops very quickly in a strong storm - had developed near the Great Lakes, stirring up blizzard conditions. A level 3 snow emergency was issued in Mercer and Auglaize counties on Friday due to extremely hazardous conditions, including blowing and drifting snow.
