* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ripley, Union and Wayne and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.
* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Elvin Adkins Sr.
Elvin Leon Adkins, Sr., 74, of Mendon, OH, died December 17, 2016 at 1:35 am at his residence in Mendon.
He was born April 26, 1942 in Winchester, IN to James L. and Ulla (Duram) Adkins, both preceded him in death. On December 28, 1974 he married Geneva Mae Cook Adkins and she preceded him in death on February 11, 2000.
He is survived by three sons, James (Mary) Adkins, Versailles, OH, Elvin "Lee" Adkins, Jr., Rose Hill, OH, and Ted (Stephanie) Adkins, Ansonia, OH; four daughters, Christina (Allen) Uhrick, Mendon, OH, Jeanice Schleiger, Eaton, OH, Gwen (Steve) Jones, North Carolina, and Theresa Levi, Celina, OH; and many grandchildren and great grandchildren.
Also, preceded in death by two brothers, James and Ed Adkins; and a sister, Patty Ann Adkins.
Elvin graduated from Monmouth High School, Decatur, IN in 1960. He proudly served his country in the United States Army Reserves during the Vietnam era. He worked his entire life as a laborer before retiring in 2000. He was a member of the Celina VFW Post 5713.
Visitation hours were from 4:00 pm-7:00 pm, Wednesday, December 21, 2016 in the Cisco Funeral Home, Celina; where a prayer service was held by the Celina VFW and American Legion Members at 7:00 pm.
Funeral services were at 10:30 am on Thursday, December 22, 2016 in the funeral home. Pastor Ron Hoeksema officiated. The family received friends from 9:30 am-10:30 am prior to the service.
Graveside services will follow at Mercer Memory Gardens in Celina; where military honors will be provided by the Celina American Legion Post and Celina VFW Post.
Donations may be made to Community Health Professionals.
