* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Ruth Shinabery
Ruth R. Shinabery, 88, of Rockford, died at 11:04 a.m. on Friday, December 18, 2015, at Van Wert County Hospital where she was a patient.
She was born on January 2, 1927, the daughter of Clarence and Cecil (Wilson) Shock. On May 27, 1950, she married Kenneth R. Shinabery, and he preceded in death on December 10, 2003.
Ruth was employed by TuWay Products in Rockford, until she retired. She had lived in the Rockford area all her life, and had attended the Mercer United Methodist Church.
Surviving are two children, a son, Rick Shinabery of Rockford, and a daughter, Ellen (Ed) Griner, also of Rockford. One grandchild, Jen (Chad) Williams survives, 2 step-grandchildren, Tona (Steven) King and Toby Shinabery and her husband Bob Striedl. Two step great-grandchildren survive: Sagan King and Slone Owens. Two sisters survive: Dorothy (George) Hone of St. Marys and Fae (Jim) Herd of Blairsville, Georgia.
Two brothers are deceased, Harold "Buddy" Shock and Dale Shock and one sister, Berniece Roth.
Funeral services will be held on Wednesday, December 23, 2015, at 11:00 a.m. at Ketcham-Ripley Funeral Home in Rockford, with Pastor Craig Cisco officiating. Burial will follow at Riverside Cemetery, Rockford.
Friends may call at the funeral home on Tuesday from 2-4 and 6-8 p.m. and on Wednesday, 1 hour prior to the service.
Memorials may be directed to the Mercer United Methodist Church.
