* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Thomas Richards
Thomas S. "Tom" Richards, 69, Celina, went to be with his heavenly father on May 19, 2014, with his family at his bedside. He will be missed. He passed away at 5:35 p.m. at the Ohio State University Medical Center, Columbus.
He was born Feb. 12, 1945, in Harlen County, Ky., to Gordon Richards and Audrey Holman Lowery. His mother survives in Celina. On Oct. 4, 1975, he married Evelyn Banks, who survives in Celina.
Also surviving are daughters, Melissa (Mike) Browder and Josetta (Chris) Doseck, all of Celina; six grandchildren, Tyler, Matthew, Jake, Aaron, Josh and Zach; and a brother, George Stevens, Celina.
Deceased are a son, Denver Richards, and a sister-in-law, Linda Stevens.
He was a retired employee of the former Huffy Corp. and Koneta Rubber. He was a member of New Life Apostolic Church.
Services will be 5 p.m. Thursday at Cisco Funeral Home, Celina, the Rev. Simon Young will officiate.
Calling is 2-5 p.m. Thursday at the funeral home.
