* WHAT...Minor flooding is occurring.
* WHERE...St. Marys River at Rockford.
* WHEN...Until this afternoon.
* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 8:40 AM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to fall slowly this afternoon, falling below flood stage later this evening. - Flood stage is 13.0 feet.

James Champ
James A. Champ, 75, Fort Recovery, died Dec. 24, 2012, at Mercer County Community Hospital, Coldwater.
He was born Oct. 6, 1937, in Ansonia to Onie and Nellie Mullenix Champ.
Surviving is his former wife, Peg Long, Fort Recovery; a son, Zachary (Amber) Champ, Fort Recovery; three brothers, George Champ, Woodington, Leroy Champ, Union City, Ind., and Bill Champ, Union City; two sisters, Betty (Richard) Hardwick, Union City, Ind., and Mary (Carl) Stephan, Bluffton, Ind; and a half sister, Bessie Davis, Winchester, Ind.
Deceased are a son, Jeffrey Hardin; a brother, Donald Champ; and a half sister, Mae Vanote.
He attended the police academy and retired as chief of police in Fort Recovery after serving 25 years. He was a U.S. Army veteran of the Vietnam War and member of the Benevolent and Protective Order of Elks, Union City, Ind., American Legion and Veterans of Foreign Wars, both of Fort Recovery, and Fraternal Order of Police, Grand Lake Lodge.
Services are 10:30 a.m. Friday at Brockman-Boeckman Funeral Home, Fort Recovery, Rev. Steve Long officiating.   Burial is at Spring Hill Cemetery, Fort Recovery. Military graveside honors will be conducted by the American Legion.
Calling is 4-8 p.m. Thursday and 9:30-10:30 a.m. Friday at the funeral home.
