* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Donald Loy
Donald L. Loy, 83, Portland, Ind., died March 3, 2012, at his residence.
He was born Nov. 23, 1928, to Herschel and Carrie May Loy. On May 4, 1927, he married Lucile A. Hummer, who died July 3, 1997.
Surviving are three children, Mike Loy, Jane Ann (Greg) Runyon, and Susan (John) Mangold, all of Portland; two siblings, Calvin Loy, Portland, and Alice (Hugh) Strohl, Portland; three grandchildren; one step-grandchild; two great-grandchildren; three stepgreat-grandchildren; and two stepgreat-great-grandchildren.
He was owner/operator of Loy's Sale Barn for 64 years. He was a 1946 graduate of Portland High School, a member of the National Guard, Fort Recovery Gun Club, Portland Moose Lodge, Portland Elks Lodge and I.O.O.F. Lodge in Portland.
He attended Noble Christian Church.
Service is 11 a.m. Wednesday at Baird-Freeman Funeral Home, the Rev. Darrell Borders presiding. Burial will follow in Spring Hill Cemetery, Fort Recovery.
Calling is 2-7 p.m. Tuesday at the funeral home.
