* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

C. Blanche Phillips
C. Blanche Phillips, 93, 1121 E. Central Ave., Van Wert, died at 12:45 a.m. April 14, 2010, at CHP Inpatient Hospice Center in Van Wert.
She was born Feb. 19, 1917, in Ohio City, to Halder B. and Roxie M. Clouse Woods. She was married to Oswald F. Brown, who died March 16, 1966; John Pickering, who died December 1956; and Marian J. Phillips, who died Feb. 17, 1968.
Surviving is a daughter, Roxie L. (Leslie L. Sr.) Brown, Van Wert; four sisters, Luella McHugh, Ohio City, Mary Tindall, Reno, Nev., Evelyn Kirchenbauer, Coldwater, and Ilo Ebright, Celina; eight stepchildren; four grandchildren, six great-grandchildren, one great-great-grandchild, one step great-granddaughter and three step great-great-grandchildren.
Deceased are four brothers, William Woods, Elmer T. Woods, Halder E. Woods and Charlie J. Woods.
She worked as a laundress at Van Wert County Hospital for 20 years. She was a charter member of the Calvary Evangelical Church, a life member of the American Legion Auxiliary #178 and a member of the Women of the Moose #6, all in Van Wert.
Services are 10 a.m. Saturday at Cowan & Son Funeral Home in Van Wert, the Rev. W. Clark Williman and the Rev. Paul W. Miller officiating. Burial is at Ridge Cemetery in Ridge Township.
Calling is 4-7 p.m. Friday at the funeral home. A memorial service will be held at the funeral home at 7 p.m. Friday by the American Legion Auxiliary Unit 178 and College of Regents of Women of the Moose Chapter 6, both of Van Wert.
