Kenneth Chappel, a self-proclaimed preacher from Eaton, warns Celina City Council members on Monday night not to approve an ordinance requiring permits for public assemblies. A large crowd packed the meeting with questions and concerns on the proposed ordinance, which was pulled from the agenda.
