* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ripley, Union and Wayne and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.
* WHEN...From 7 PM EDT this evening through Monday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Showers and thunderstorms producing heavy rain will impact the area overnight. Rainfall totals of 1 to 3 inches are expected with locally higher amounts. The heavy rain combined with saturated ground will lead to potential flash flooding.

* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 12:40 PM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to rise to a crest of 13.0 feet this afternoon. It will then fall below flood stage just after midnight tonight. - Flood stage is 13.0 feet.

Elliott Noel
Elliot Camden "Bud" Noel, 69, 205 S. Main St., Mendon, died at 2:04 a.m. Oct. 20, 2008, at Lima Memorial Hospital.
He was born July 15, 1939, in Walton, W.V. to Otis and Lucy Brown Noel. On Dec. 28, 2001, he married Patricia Winget, who survives.
Other survivors are two sons, Robert (Sharon), Brook Park, and Joel of Ohio; two daughters, Debbie (Bill) King, Brunswick, and Heather (Paul) Pasek, Brook Park; two stepsons, Dale (Cindy) Shively Jr., Middlebury, Ind., and Robert (Carla) Shively, Celina. three stepdaughters, Patricia (David) Wood, Fort Recovery, Melanie Thomas and Vicki (Boukari) Taram, both of Celina; a sister, Alsie (Freddie) Fields, Parkersburg, W.Va.; 19 grandchildren and four great-grandchildren.
Deceased are eight brothers and four sisters-in-law, Everett and Nora, Harley, Jennings, Dannel and Doris, Roy and Walafe, Eugene, Herbert and Doyle and Pat; four sisters and three brothers-in-law, Icy (Coy) Mullens, Ivy (Ray) Schoolcraft, Fay (Rupert) Kelly, and Thelma Detamore and an infant sibling.
He retired as parts manager for Valley Ford Truck, Cleveland.
Prayer services are 2 p.m. Thursday at the Mercer County Fairgrounds Community Building, Celina, the Revs. Rick Brosher and Harold Lunsford officiating. He was cremated.
A gathering of friends and family will be held following the service at 1 p.m. at the community building.
Arrangements are being handled by W.H. Dick & Sons-Hellwarth Funeral Home, Celina.
